Grade-18 officer occupies two grade-20 posts at Swabi University

PESHAWAR: A shocking violation of the Universities Act has come to light at the University of Swabi, where a grade-18 officer Asfandiyar Khalil is simultaneously holding two grade-20 positions, sparking outrage and concerns over administrative and financial irregularities.
According to sources, the officer in question is deputy treasurer, but he is serving as both registrar and treasurer for the last 4-year, posts that require grade-20 credentials. This blatant disregard for university statutes has raised eyebrows among faculty members, students, and stakeholders.
“This is a clear violation of the Universities Act and a mockery of the institution’s governance structure,” said a senior faculty member, requesting anonymity. “It undermines the principles of meritocracy and fairness.”
The dual appointment has also raised questions about the conflict of interest, favoritism, and the abuse of power. Insiders claim that the officer’s continued presence on these important positions has created an uneven playing field, compromising the university’s academic, administrative, and financial integrity.
Students and faculty also demanded immediate action from the Higher Education Commission and Higher Education Department Khyber Pakhtunkhwa to restore transparency and accountability at the university.
When contacted for a comment, the Vice Chancellor, University of Swabi, Prof Dr Jamal Nasir Khattak replied, “Please visit my office, I shall tell you everything about this.” Then, this scribe told that he couldn’t visit him in person, so, he responded, “Please ask me in written on your official letterhead and I shall reply in written.”
